I am doing a tax return for a family member, unpaid. His federal tax return rejected becuase of 1st time home buyer issue. He is going to file on paper due to deadline. He lives in Georgia. Do we file the state return with the IRS or the state of GA since it is paper?

Per the Georgia Individual Income Tax Form 500 Instructions (2024), taxpayers filing on paper are not required to attach the federal Form 1040 unless specifically requested. The instructions state that the Georgia Department of Revenue (DOR) receives IRS data electronically and does not need a copy of your federal return for normal filing.
The DOR does, however, require you to attach specific federal schedules or forms that substantiate income, adjustments, or credits claimed on the Georgia return (for example, Schedules 1, B, C, D, E, F, K-1, 8812, etc.).
