Oregon Local Returns - Fix How Estimates Proforma

Hello, 

State of Oregon, local return for Multnomah County Preschool Tax and Metro Supportive Housing Services (Screen 54.028). 

Currently when estimated taxes are computed for the following year, and when the following year is proforma'd, Lacerte is populating the line items:

- Prepayments paid on or before 12/31/2024; and,

- Prepayment paid after 12/31/2024 

as though they HAVE been paid based on the prior year estimated tax amounts. Please remove this.

As you know, clients rarely do what we tell them to and so we must proactive come into screen 54.028 every time and remove the estimates (if not made, which is most of the time) or else the amounts populate directly to the tax return(s). 

I have not seen this issue come up with any other screen that has estimated tax payments associated with it.
