No, Proseries is income tax preparation software. 

You can purchase QEF (Quick Employer Forms, I think it runs about $350) that can be used in conjunction with Proseries, but if you dont have lots of them, there are more affordable Efile options for 1099s out there that QEF. 

I used efile4biz this year, less than $5 per 1099 and they Efile them and mail the copy out to the recipient.
