Doubt so.  The prior return just needs to have been e-filed.

We are able to generate PY worksheets even for a client who only had 2 state returns e-filed but whose federal return had to be filed on paper because of new forms ProConnect Tax did (and still does) not support.

You may want to contact Intuit Support and see whether they are able to fix this or generate one for you offline.
