I have a GUESS that is has to do with your default pdf printer. Your paid subscription gives the bookmarks.
https://accountants.intuit.com/community/proconnect-tax-idea-exchange/generate-bookmarks-in-pdf-file... seems to not yet be implemented for the program to do it.
